About White Sands

White Sands opened with a soft launch on 18 December 1996 and an official opening on 9 January 1997, developed by OCBC Properties Pte Ltd at a cost of S$130 million — it was the first major mall built in Pasir Ris. The original tenant line-up included an Eng Wah cinema, Singapore’s first Timezone arcade, a food court, John Little department store, a Courts store, Popular bookstore, a post office, and an NTUC FairPrice supermarket, alongside more than 60 specialty stores.

The mall has changed shape a few times since. The cinema and arcade closed in 1999 as patronage declined, and the space was replaced with retail and the Pasir Ris Public Library, which opened in October 2000 and is still there today, right above the tuition floor. The facade was repainted blue in a 2007 refresh, when John Little was also replaced by smaller stores and the food court moved to level 3. A more thorough renovation ran from 2014 to 2016, reopening in May 2016 with an updated interior and tenant mix; the mall itself changed hands in 2004, sold to ARMF Pte Ltd. Today it spans about 148,447 sq ft across eight floors — five retail levels plus two basement carpark levels — with roughly 125 stores, including McDonald’s, NTUC FairPrice, and Cookhouse by Koufu.
